FAIR has been running since 2001. It has been organised by a number of different organisations over the years, including OECD, UNCITRAL, IMF, World Bank Group. Since 2016 INSOL International and the World Bank Group have jointly run FAIR, with the aim to hold a meeting every 18 months to two years.
Virtual FAIR 2021
In September 2021, during the pandemic, INSOL International and the World Bank Group ran FAIR virtually. The programme was held over two half day sessions and covered the following topics:
- Peer to Peer reports covering:
- Insolvency reforms of law and practice.
- Sectors particularly affected and support for businesses with cash flow problems.
- Measures to ensure the stability of the banking sector and the supply of credit.
- Effects of COVID-19 on MSME sectors; reforms effected and proposed; suggestions for relief outside insolvency procedures.
- Corporate vulnerability and the importance of modern insolvency systems on the exit from a recession.
- Modifications to Insolvency Procedures:
- Access to justice – which modifications to court procedures should we keep?
- Assisting MSMEs through insolvency in a timely manner
- Promotion of cross-border cooperation in the region; including development of UNCITRAL Model Law on Cross-Border Insolvency

Thailand, 17 & 18 September 2018
In September 2018, FAIR was held in Bangkok. The event was co-hosted by the Ministry of Justice and the Court of Justice of Thailand.
The topics covered included:
- A peer-to-peer discussion
- A report on the progress made in India on the completion of the insolvency law and secondary legislation.
- Application of UNCITRAL proposals in the region
- Asset Management companies in Asia
- Development of systems of reorganisation of SMEs
- Personal Insolvency – causes and relevant legislation.
- Contract Enforcement and Secured Creditors rights
- Management of NPLs.
Vietnam, 21 & 22 November 2016
FAIR was hosted by the Supreme People’s Court of Vietnam in November 2016, in Hanoi. It was held partnership with INSOL International and the World Bank Group and in association with Asia-Pacific Economic Cooperation.
